I went to control panel and ceated a new user with administrator privileges using the create new account facility.

I logged of my account and ran the test account. All the applications loaded and started without going through the configuration process. I logged off the test account and ran my normal one again applications ran without the configuration process running again.

I restarted the computer as this normally initiated a re-run of the config program when i try to start them but amazingly NO. So current state is fixed but with a test посмотреть еще created. I am more than happy to put up with this as long as the issue remains fixed. How long will this last.
